You need to beat the Pokémon League 365 times, then speak to Prof. Birch. He'll give you the Wish Tag to use on the white rock in Mossdeep, which will get you a level 5 Jirachi that knows Extremespeed. Then you get that, Lati@s AND the number of rocket launches all the same and the man will ask if you want to board the shuttle.

The shuttle crashes into a passing meteor where you battle Deoxys at level 70.
