Solar trackers keep something (like a pv panel) pointed at the sun. A heliostat keeps a reflective surface (like a mirror) at the correct angle to keep the reflected sun on a single spot (like a solar collection box).
Trackers are easier to build. Heliostats are difficult to build without some kind of processor controlling with multiple sensors.

Edmund scientific sells a sun tracker for about $100. but I have not tried it.
