My thought is the building is much like a lot of other buildings in the game; no story behind it except what the player can imply by what it looked like it was used for and what is around it. There are actually a lot of oddities in San Andreas such as the drive through 'pray and pay', there's some kind of toxic dumb in the middle of some town, a few towns have jingoistic signs around warning strangers to keep out.

Maybe it's the place of some removed mission where the building is damaged, but the Rockstar forget to edit the building.

@Gabriel87100 Actually, I think that's probably the case. There's a few places like this in Vice City. I'm tempted to make a video about it because until I've seen this, I completely forgot about them.

@ 0:43 - 4:29 OMFG I know where this place is, I found it once while playing my PS2 GTA:SA game. I'm one of the players that actually found this building, I always wondered why it was burned and I never noticed the Bio Engineering Lab building, but I did know there was a Sprunk Factory near the building. did you ever heard the legand of the hell hound it says that you can only find it in the graveyard me as a player of gta san andreas so it it at night it looks like a dog but it red eyes the dog type is on of those k9 dogs or a german shepard

ok the bio chemical reaction hit it burned it down but pigsy (mod) is found there but the slith (non mod)is there too i named him the slith but its this guy when its night and you out in the woods near that town he will follow you and you wont notice him i had a camra on me and i found a ghost car i was driveing around the woods and all of a sudden it stoped so i got out and looked around some guy was runing and it had long finger nails and like super sharp teeth but it dissapers and re appirs

The Hell House is an infamous apartment building found in Montgomery in San Andreas. It is based on a real apartment building that burned down in Montgomery, Alabama, in 1992, the same year San Andreas took place

@TheseMyths That building might have been caught in a chemical reaction and the chemical hit something and burst into flames. This is one crazy yet interesting myth indeed....

@TheseMyths I think i remember that in one of the trailers of GTA San Andreas it shows CJ walking away from the "Hell House" and it was being blown up...i dont know maybe thats why it looks burnt.
