What 10 foot drop!? That was a slide leading into a small hole. And who cares if they cant roll? Im sure that there was a teacher/someone with proper rescue gear as it looks like kayak school / camp for kids. When I did my Level II & II kayak lessons on the Rouge river in Canada, We were 7 people out in Class i to II+ Whitewater and I was the only one with a solid roll. We spent over half the days learning rolls in calm water, then a few small rapids leading into large pools. No biggie.

wtf learn to low and high support before you try paddling again there guys and then mabe when you could do all that and roll on flat water id let you back on a river again
