probably a lot of you that need one more to find, it's probably the extreme canoeist, he's between the small island to the right of th main islands hook, and the golf island.

Even when you are close you can't see him almost at all, it's important to stay flying low, once you get close enough you will only be able to see an I and mybe a tiny glimpse of him.. then right as you get the i, then you see him, he's... small
