I was starting to get bored and then she said "newspapers afterwards... sudden decide that it's this big deal". That totally nailed it. The joke was not designed to be printed on a newspaper that anyone has access to. It's a transient statement used to provoke an instinctive enjoyable social emotion in that particular audience. If it did end up offending anyone, it's whoever printed these jokes on the newspaper who are distasteful, not Jimmy Carr.

I think in a way it was almost empowering to injured soldiers, saying that they would still be productive healthy members of an Olympic team.

The joke was more that there would be so many healthy people injured for nothing, the injured people themselves were never portrayed as it being funny that they were crippled.
