I think in the book they mention that the outbreak in the lab was different than normal superflu, or once the "sniffer" detected the virus it employed a safety measure to kill everyone.

I actually think this scene is a little inconsistent with the rest of the book:

The Superflu doesn't kill you instantly, it doesn't drop you where you stand, but everyone here looks like they died instantly

@brocky70 My theory was that the military base locked down when the virus was released, since there was a lot of mentioning that the clock went red and it was the short delay that let Campion escape.
