Like the idiot below me has said, the blonde female in the picture is named Allyson, her only real point in the game is to introduce a las plagas like creature that bursts out of the heads of the majini. Jill is the "bird lady", she will be a boss along side Wesker, After the battle, you will no doubt have the option to save her like you did in the first Resident Evil game. It is an achievement or trophy to be won if you do so. May god strike me down if I'm wrong.

about the allyson girl it is in adam´s blog (a character created by the creators of resident evil) and there are photos of what the idiot up said, allyson does exist but it is not a character of the horrible movies... but about that you have to choice to kill her or save jill that is just a rumor, this rumor appeared because of a trophy that you can get in RE5 named "the master of removing" :)

about the spencer state, have u seen the photos of wesker with spencer in a big place with big windows i guess that is spencer state, and there are also in the trailer pictures of chris fighting with wesker in a place with big windows, u should check the TGS trailers :)
no buddy i read the wesker's report and the name of the arklay mountians mansion is "spencer state" you can see this in almost full resident evil 1 or read the wesker report part 1, and 2. the name of the place with big windows is just a caslte that spencers own, damn wtf with spencer, really i cant wait to play...
