ok:

enter in the elevator and jump back. run toward the building, press A+A+RB, run toward the fun park and when you fall down, continue press the left analog stick forward...

i think it's ok as an english tutorial...if you have any problem watch the video closely and ask me again...;)

here's the translation of the tutorial:

-enter in the elevator, then on the left stick press down and at the same time press A

-you should levitate..then you must run to the left side of the building and keep walking toward the building, you press A+A+RT

-now you should levitate on the roof of the building

-run toward the fun park and when you fall down you MUST CONTINUE PUSHING the left stick forward, or you will fall in the water...
