IMO, reasonable choices for a migrant would be to learn the language to ease his interactions, respect the culture, and mind his/her own business. Do you want more besides this? I will tell you the real incident, which happened few months back and why quoted that. Our company organized new year party recently. We all went to good restaurant with superb ambiance. Party started and music system turn on. When operator starts playing Kannada song (that amend and emphasis local culture), most of the people shouted and diffused to play kannada song. It's fact that localities strength was less. But it does not mean that they should not support play Kannada songs.

I know of Marathis who've become Kannadigas, Punjabis, Marathis and Rajputs who've become Telugu, and Telugu and Marwadis, who have become Tamil, for all intents and purposes. Insinuating that not speaking Kannada is a crime is foolish. The Indian constitution and penal codes have no such credence for your "accusation."

It's a rational option for migrants to speak a language so that it helps them in their interactions with the local populace, but you cannot force someone to do that. Since B'lore has a sizeable Hindi/English speaking population, it's possible migrants don't feel the need to learn Kannada. Encourage them to do so but don't infringe on their rights.

Besides that, north Indians continue to show their total ignorance of Kannada culture as Kannada people call Rasam Saaru.
