you can, but unlike the rice paper where the resin can soak through and create a bond even at the point of the sticker, the decal is some sort of plastic so the resin that sits above it will not penetrate through to the board. This could be a point of delamination if the boad if a lot of pressure was put on at that point.
the best place to put the decals is right on the board and not between the glass. The rice paper will lay down flat on the sealed board. if you place it between the glass your logo may take on the shape of the weave in the glass and distort.
The liquid is a Secret........... All right.....It's Epoxy Resin. I use Resin Research Epoxy Resin. I order from Fiberglass supply in the northwest of the USA.
you can't just get the resin. You will have to invest in the whole shabang....
if you are making one goodluck. I also sell the styrene blanks that only need final sanding of the edges and that's it. The come pre-shapped about 90%.
some surfboard glassers will airbrush ontop of the final gloss coat and then spray a clear coat on top of that.. I can't say what zap does, just don't know, but you can airbrush on the blank and glass over that. but if you don't like the texture of the surface you can coat the blank with a mixture of microballoons and epoxy. Many was to do it. Zap and others use molds, which i am embarking on.
I don't use a stringer, the boards retain their stiffness good without. I don't just buy the foam precut. I designed the shape and the rocker in the front and rear. I have the blanks engineered cut to my specs. Now all I have to do is the final shaping. The blanks are cut twice,
To answer the other questions. Airbubbles are always a problem, keep working the glass until the resin starts to gel and the glass doesn't move anymore. Another option would be vaccum bagging.

I glass both sides.
first side - double glass - 16oz
second side double glass - 16oz
flood coat each side 12 to 14 oz
gloss coat each side 12 to 14 oz
all epoxy resin with hardner.
