Yes, but TEA is part of the NYPD, and it has been shown that a large part of NYPD POLICE are, in fact, corrupt. This is explemplified in the case of Patrick Pogan, the NYPD officer who assaulted a cyclists. The police union blindly supported him until it was shown (via YouTube) that he was a liar and a thug.
