Yeah the theme does actually belong to Blue Mary it is the extended version. It's called "Blue Mary's Blues" and they show a music video of it everytime you end Real Bout Fatal Fury Special. ;)
You can hear the instrumental version in the older KOF games Mary appears in. Primarily '97 & '98.

Blue Mary looks really tiny compared to Chun Li. Not to mention there are clearly 2 newbs in control of the characters, lol.

Actually it is in watch mode... the two characters are computer controlled.
The theme actually originated from Real Bout Fatal Fury Special. There is a music video of it that plays when you end the game.
