At my old job, the PD had an unmarked taxi near the bus/train station. It was simply yellow and had "TAXI" on the doors, no state PUC license or phone number stenciled on it. When idiots started dressing up as fake cops and hurting people, they had to get rid of it.

I would think its illegal. Even if it really is an NYPD owned vehicle for undercover duty, it just seems highly illegal to imitate a Taxi. There's no way I would pull over for that. I'd call 911 and report it, then if they tell me its NYPD, then I'll consider pulling aside.

From a law enforcement angle though its a brilliant (even if its a big brother type way) to keep the population under control. Depending on how common place them things are the idea that any NYC taxi can be a undercover cop car.

Despite what you may think you do not have to pull over for an unmarked car if you truly believe it is not a cop and you are in danger.
