I don't speak portuguese but I find it hard not to feel the sadness in the song, maybe it's because the first time I heard it was while watching City of God. Nonetheless this is a beautiful song it represents my state of mind on many occassions

I guess it wouldn't sound sad for foreigners because they always associated Samba, and its agitated rhythm, with happiness. But if you check, not even the lyrics, but the melody and mainly the harmony (in D minor) is quite sad.
I just didn't liked the association with the 2WW. The song actually is rather about a personal existential problem (someone who doesn't know what to do with life) than about social problems.
