I doubt the people behind the counter care much, they're getting paid by the hour. It is these idiots that are wasting their own free time counting pennies.
Why are you paying them? And if your time is valuable, why didn't you send them a cheque for a penny more than the alleged fee. They couldn't legally cash it.

Tickets are invalid anyway. Just keep saying you're willing to pay so long as you receive the true signed bill. They'll keep threatening, but keep insisting the same. They will not be able to produce the true signed bill and eventually the council will drop the issue.
UCC 3-603 (b):"If tender of payment of an obligation to pay an instrument (parking ticket) is made to a person entitled to enforce the instrument (clerk) and the tender is refused (by supervisor), there is discharge (settlement), to the extent of the amount of the tender, of the obligation of an indorser or accommodation party having a right of recourse with respect to the obligation to which the tender relates." Nowhere in UCC 3-603 is it specified that pennies are not tender of payment.
