Taiwan's key trading partners U.S. and Japan are in recession this year, so letting in the Mainland tourists is the last chance to salvage Taiwan's economy in 2008.

而且一个有16亿人口的民族(大陆+台湾+海外)，也不会因为2000万人口自己的目标抛弃全民族统一的梦想，况且在这2000万人中，大部分希望保持现状。自由也是一种需要面对的责任，对于历史地理范围内"大中华"人民的责任。

This quote was said by the Qing Emperor Yungzen. Taiwan was only part of China in the Qing Dynasty, so it's not historically part of China.
Geographically, Taiwan is an island itself, why would it be part of China. In fact, Taiwan is said to be part of the Japanese archipelago (but Taiwan is not part of Japan).
The only similarity between China and Taiwan is the language, but that hardly matters.

August 1945, Potsdam Declaration confirmed that Cairo Declaration must be performed，meaning ** Taiwan belongs to China**. And JP did return TW to China later.
1971, United Nation passed 2758(XXVI), recognised PROC is ** the only rep of China ** in UN instead of ROC.
Therefore, TW belongs to China and P.R. of China is the only legal rep of China in world.

Otherwise, it is, at best, Chinese Taibei as well as the "Separate Custom Territory of TPKM," on par with Hong Kong SAR, the People's Republic of China.
