Jija did not shoot them because he was never meant to kill them. If you think about why did not he shoot them before the first joke?

Jija and Khaalu were not lethal at all.

Jija seems to follow his wife's advice throughout but that wasn't the case, the script well explained it just in 10 seconds and make you get out of the chair, pondering about the charterstic of Jija and Khallu.
