mine hates his boots too! he's only been wearing them a few time but i gotta put i leash on him or else he'll just stand there

Dogs do that when they don't have enough water... Atleast that is what I was told...Supposedly if they don't have enough water there tongues create water or something by panting

His tongue just hangs out all of the time! Once while he was sleeping I put icing on his tongue and when he woke up he had a tasty surprise! I've seen a lot of pugs with their tongues sticking out for no reason, I don't know why though! But It's so adorable :)

Oh and about the snow boots, I don't make him wear them anymore because he HATES them. Guess he'd rather have cold feet in the snow!

Because some dogs do that. I dont have an exact answer, but sometimes my dogs do that and just look at me. Maybe hes confuesed/excited/hot.
