In the USA, it is without question that the 90s was one of the best, and the 2000's one of the worst, though the crap didn't start coming until 9/11.

If you were in other places in the world, the 2000s was a time of prosperity, even in the late 2000s. The United Arab Emirates was just another country before the 2000s rolled in, and today we can see with cities like Dubai that it has prospered heavily in the past decade.
