It's from Income Tax Sappy (1954). Pretty much the last truly great Shemp short before all the mediocre remakes of 55-56.

I'm kind of surprised that they gave Larry all these skits at the table and Shemp was given so little. Usually it was Larry who sat by at did little while Shemp or Curly got to do the good skits.
