I just had a friend up visiting me from New England. Worried he was having a heart attack (he wasn't), we checked him in at emergency and $500 later, he was told he was fine. The plans that are being put into effect now are from the early 20th century. The world is so far beyond what is was then and yet Progressives haven't progressed mentally from 1913. In essence, you let the states do the work to get the money that's earmarked for national goals. There's nothing in that that violates either the letter or the spirit of the US Constitution.
