'发言' is more like 'to speak up (in a meeting, speech, classroom, etc.)'

The '讲' in your third line is much more appropriate for 'to speak (a language)' =)

'会' is also needed after ‘不’ to clearly indicate that you 'can't', as opposed to you 'are not doing'. It's usually forgiveable to omit the ‘会', but that's just a grammatical shortcut.
