Camaro isn't a muscle car. Anyway's the real reason the Camaro couldn't keep up to well with the M3 is because of the weight, because the Camaro is modified for the police their is much extra weight for example, the body of a police car is usually lined with kevlar, the steering and suspension is modified for u turns in narrow roads however the suspension and steering on police cars doesn't respond well at high speed, better then stock though.

The car was probably insured so even the owner is not really out of pocket. Instead of one stolen car speeding and weaving through traffic the cops ADD to the problem by having a half dozen cops ALSO speeding and waving through traffic.
