Firstly, Iraq only launched 2 Scud missiles on one occasion at Israel in 1991. Even back then Yitzhak Shamir said that any more aggression from Iraq would lead to their "Punishment".

Which would not be wise since Israel not only has the best Military by far in the middle-east but also has one of the best Anti-missile systems in the world, the Arrow II.
