You are making a mistake. The Federal government is restricted in what it can do and the Constitution lists ITS limits. State and local governments have powers of there own that allow them to restrict such matters. You are correct it would be unconstitutional for the federal government to restrict where a strip club is. It isn't unconstitutional for states and local government to do so.
