Will this work on a non jailbroken 3gs by following all the steps, except using disk aid and just replacing the file, then downloading the carrier settings? Doesn't disk aid allow access without a jailbreak?

I think you might want to note that when you hit the terminal step, if you have an iphone 3g, that you have to type in "bs patch CommCenter CommCenter-hacked CommCenter3g.patch" that's the reason some people are having problems with it. Great tutorial otherwise!
