I don't want to defend the caller, but the laughing may be from the stress he has seeing a dead body.
The people who have been confronted with a dead body before all know what it is like and everyone deals with that stress differently.
If he laughs for fun, then that's just sick, but i doubt it.
The 911 calltaker just does his job, it takes 5 minutes, but these are important informations he is asking.
5 minutes seems long, but while they are talking on the phone, 911 is already on their way.
