I recommend reading the end credits, there you can find the names of the people involved. That the orphaned child is barred from people's homes and is left to freeze to death, essentially at the hands of the so-called 'good guys' makes him a perfect choice for the part - Legs is making a bit of commentary on how 'good' the 'good guys' can really be if they'd leave an orphan to freeze on the basis of race.
