One question constantly being asked, is that a hat?

It might be a hat inside out with the outside part (green) folded over so Its not too long.

on the other hand In my prima games emerald guidebook It shows some dark brown hair just near his ear which also supports. aswell in most pictuures, so the only conclusion I can make is that its a mostly inside out hat.

Ok, in the manga is stated by himself he wears the hat to hide the scar that a Salamance caused him, he takes it off sometimes and reveals his wair is black and styled like Norman's.

In the videogames it was never mentioned, however, it wasn't said either that the while part is hair, so you can't say for sure.

However, think it is indeed a hat, it looks way too solid in the battle back sprite to be hair.

If you look at his official Emerald artwork for example, you can clearly see, in front of his ears and underneath the hat's headband, black hair
