well the game is online fullstop, period, if you aint connected to internet then it just gives you bots, but if you are connected up then wen you fire up the game, go as normal until you pick your car, then open the map and select the tab, players, they come up as red symbols all over the map, just click on one until you join the server and away you go, racing/cruising and yes you can talk as you cruise along.
