Basically, what eevieg is saying is that the actual song is "Dream a Dream" by Captain Jack, which is somewhat a remix of a classic song "In the Hall of the Mountain King", which is that theme but without being all techno.
And the reason it sounds like the Sonic theme is because it's mostly a DDR song. (I danced DDR to it tonight. :))

the tune is actually called "In the Halls of the mountain king", and it sound like the sonic theme because they used that in the old sonic cartoons... not the ones with sally acorn... the other ones with the two gooney robots
