Well actually, he has said in interviews that he purposefully exagerates his accent while singing. I would imagine if he didn't exagerate it, it would be almost unrecognizable.

Just because his style isn't pretty it doesn't mean that he's a bad singer. Tom Waits sounds like he has cancer in his throat and his style is loved and appreciated by thousands, and Bob Dylans songwriting is so fantastic that most people dont even realize how average his singing is. I think it's fantastic that he doesn't sound like 80 percent of singers out there, that's what makes me want to listen to his band over most other stuff out there.
