Just so you know, It did come out in the U.S., it was called Soldiers of Fortune. The graphics and scrolling are fine on the Genesis version, it must be the ROM. And it is a pretty good game, even if it is hard. Hope you take the time to play through it.
@NecroVMX this game is quite good, i have the original on the megadrive it doesn't scroll badly very good infact unlike on this vid the graphics and sound are much better on the md (i have and use a rgb cable).

The Chaos Engine was originally an Amiga game, which is the superior version, with smoother scrolling, more colours and better sound. That said, the Mega Drive port isn't too bad and is a good game. The graphics style fits perfectly with the steampunk story and are consistent with other Bitmap Bros titles, such as Speedball/Speedball 2.
I'm currently replaying it on a Firecore Genesis/MD handheld and it still holds up well IMHO. Stick with it, it's a great game.

the reason that your having problems with it is because your playing the Mega Drive version which was developed only to run at 50hz so the music will sound like shit because it's playing too fast, you should play it at 50hz or play the Genesis version (Soldiers of fortune) i know that most Mega Drive games when played at 60hz are at their intended speed but the MD version of this will just play way too fast.
i hope that you retry and maybe enjoy it a little more, as it's a fantastic game. =)
The "yin yang" symbol is the "Player Save" area. I happen to own it on the SNES known as "Soldiers of Fortune" in America. I know months back, you have seen my review of it.
