not all cops draw their guns some keep there hands on the pistols handle if you speed form them and they catch up to you they will draw their guns. or if you done a crime.

There was a split second in which the cop and robber were pointing their guns right at one another. Why didn't the cop pull the trigger immediately as he raised the gun?? The robber might have killed the cop.
