if what you say of Clinton is true (regarding Federal Judges), and I will give you the benefit of the doubt, it doesn't excuse the practice of dismissing competent judges for political reasons, at least not without recourse or explanation, preferrably thru some transparent regulated process. If they both did it, and let's say they did, then they are BOTH WRONG. Ubiquitous does not equal ethical.

Bill Clinton replaced all/most of the sitting U.S. Attorneys--NOT Federal Judges--when he started his 1st term. It's traditional for 1st-term Presidents to do that if they succeed a President of a different party.

In contrast, Bush, in his 2nd term, replaced 8 Republican USAs, whom HE had appointed in his 1st term, for their refusal to handle bogus pro-Republican or anti-Democrat cases.

There are still many sitting Federal Judges appointed by Presidents prior to Clinton.
