Well, I'm not sure what kind of spider this is, but we have a spider in Alabama, USA that acts like one of those we call it a garden spider. It's pretty big, and very colorful, not like yours here, but maybe they are related somehow. Perhaps a hybrid of some sort?
These are of the Orb-Weaver family of spiders, a very large spider family. The first one you filmed is of the "marbled" variety. The second one is often called the St. Andrew's Cross spider in Australia, referring to the way it rests it's legs while suspended on it's web. Both of the Orb-Weaver family.
spiders are good creatures. i never kill them.

That looks like a garden spider or a barn spider.
In Germany you meet them everywhere and they aren´t special. Unfortunately.......
