The former implies definite criminal action. The latter may merely suggests losing political favor.

Many people don't know what these "clinics" are about. They usually don't have health care practitioners on staff. The "Dr" discussed in the video could have been someone dressed as a Dr. Then they harass her to know what she has decided to do?
