Normally he would, but this game doesn't take place in Daventry; Graham's kingdom. While he is a king, he has little power in this game's setting. Plus, I think he wants to not draw attention to himself, so as not to draw Mordack's attention.

In the witch's forest, he traps the elf and the elf pleads with Graham to let him go, and Graham's response is "Why Should I? What will you do for me?" Yet he just gives this old couple who he's never met before a pair of shoes worth enough to allow a retirement? The only explanation is that King Graham is a racist towards elves.
