In Canada you can buy milk in half-gal (or so) bags... You have to cut the corner off to make a pour spout. Definitely could be a hazard for babies.

"the plastic corners people cut off from their milk bags" may refer to the plastic bags people store breastmilk in for freezing and inserting in bottles(?) otherwise, not sure what a milk bag is.
