No it's not made by Hudson Soft, it's homebrew. The first prototype was actually based on Super Bomberman, but after that lots of things changed. Only the main character and some other graphics were used, because we couldn't design a better main character :P
but thats just shiro-bon (bomberman)colored diferently is this made by hudson soft
