i have a glitch were everyone is gone, i tried reloading but it did not work... any Help?

I have the same glitch happening right now. It's aggravating. There are no Stormcloaks to meet and there are no Legionaries to kill. I've tried to load/reload the game, but that doesn't work. So I guess this is a quest that I will never complete, unless Bethesda decides to patch the game,

I have one problem, I have this misson to clear this fort, which was ordered by that guy from Stormcloaks, the first task is to join them in front of the fort, but then it's nobody there even in the fort. I don't know what to do, I dont find anyone of Stormcloaks and in the fort to kill, it's a complete desert :s
Can someone help me ?
