CoD 4 has the best balance. Grenade Launchers were balanced cause they took up the Perk 1 slot. 2 Primary weapons needed you to use the perk Overkill (So you had to give up Juggernaut, Stopping Power, Sleight of Hand or UAV Jammer) which made Snipers not a 1 hit kill. They need to analyze the CoD 4 perk system for MW3 to make it balance.

And also unlike stopping power, juggernaut canceled out someone who had stopping power because even though you could do more damage, they had more health, so it ended up equal, but juggernaut also stopped claymores killing you sometimes, noobtubes killing you and sometimes even grenades. and it stopped snipers one shotting you. Which is a massive advantage making it an overpowered perk.

But yeah i guess ur right, but I would love the health boost against snipers, since its annoying "quickscoping", im glad they removed it from black ops, cuz even though its fun, its a douche move
