Some people in europe need suvs, and there are some, but those who dont need them dont have them. They arent as broadly used as a status symbol.

However the change hasnt been as significant as in the us because most of our cost of fuel is actually tax, so even a big change in oil costs dosent make that big a proportional impact at the pump.
We are still way more expensive than the US, roughly twice the cost if my rough calculations are right.
I think that its mainly overall economic performance, due to lack of investment in things that matter for society such as education and healthcare and to much investment in things that bring very little financial return such as military spending.

Note that bombing Iraq and threatening to bomb Iran helps Big Oil profit gouging, it appears that Big Oil has historically manouvered to control and keep a lid on Oil production in Iraq and Iran, this dates back to the Red Line agreement to prevent low Oil prices.
Also note that purchasing NiMH battery pattents in the 90s(Texaco/Chevron) to kill electric cars(suing Toyota) doesnt help either
