If you think this man is rambling then you've not listened to a word he has said in this speech. I don't agree with Qaddafi nor do I defend him; I personally think he's a political pimp. But like all pimps, he uses elements of truth to his advantage.
He's speaking here of resurrecting an imperial movement in Africa that was started centuries ago by the Fatimid dynasty. He's using this history as a nationalist platform. This is a common ploy amongst African dictators; romanticism.

Nowhere in his speech did he say this. If you listen to it objectively you'll notice he's actually talking about the corruption of the US and European governments and how he's profiting from that corruption. But instead you delve into hyperbole and juvenile attacks.
At the end of the day, Muslims are largely poor oppressed peoples. A truly secular mind would recognize that oppression and address it while seeking to understand the beliefs of those people.

He just spelled out an American deception of it's population and you missed it entirely. Instead of going after Gaddafi, the USA let him give them some scape-goats and some money which in tern was paid back to him by American oil companies upon returning to the country to do business.
