This is good biomechanics, nothing more. When he pushes the shirtless guy's hands, he aligns his arm so that the force of the push goes into his body. The aligning is done either by manipulating the arm directly or through created tension.

This video is comparing relaxation and stiffness, not chi gung. In tai chi, you must be relaxed. Fighting a high level tai chi fighter would be like fighting the air because they are so relaxed to the point where it feels like they're practically water yielding any given force.

User artofqi's comment is a plausible explanation of the technique. But it can't be explained in detail unless both teacher and student know anatomy. So you can say "THIS move disrupts the energy at his elbow. Now it's stiff and I can push".
@requemao i accept your sceptism and it not for me to convince you but instead the place of training and direct experience to do that if you feel inclind to do so of course, as i guess it has always been.

Besides the 'awareness' skills the old guy uses, he is just good at manipulating the hand/wrist with subtle twists to do this feat. Slight bending the hand up lengthens the arm and twisting the hand outwards manipulates the elbow inwards. Try it. Hope this helps.

but to be relaxed does NOT in any way mean to be tense or collapsed. tense and collapsed are synonomous with each other but they are the opossite of Relaxing.
