I've seen most of this footage as it's culled from Pennebaker's film "Ziggy Stardust." Whoever put it together was taking footage that was either news oriented or staged by Bowie/Defries themselves. You have to remember, Mainman, at this time was going broke keeping him in the "lifestyle" of the star, the limo to hotel shot where he's in red looks totally staged, cool as hell, but staged.
It was Bowie who was broke all through this time. Bowie was always broke because MainMan was so extravagant they ate up the RCA advance and the profits after that. And DeFries was taking half of the royalty but all the expenses came out of Bowie's half. The footage doesn't come from Pennebaker. This was broadcast before that was filmed. I think it's a good piece of film to show what kind of polarising effect he had on England at the time. The bemused tone just adds to it.
