Hmm... Good question. I'm not sure myself, although I haven't heard it being used outside of manzai comedic groups, so either way it's not Japanese that you want to be using often ;)
Do be careful with Kansaiben. Working in a corporate environment for a long time in the US among Kansai co-workers who generally use hyojungo as well, my own hyojungo slips into a Kansai accent from time to time without my realizing. People think I've just been in the US too long and my Kansaiben is off, not a Japanese American. Awkward. Not really acceptable in a hyojungo business environment if you can't use both properly.
Obviously you have to bear in mind there are plenty of differences in the dialects even in Kansai -> Osaka, Kobe, Kyoto, Wakayama, Nara; all different from each other in their own right. Nice vid though!

The reason why schools teach Kantou-ben (it's not called Tokyo-ben -- Tokyo is in Kantou) is because Kantou-ben is "Standard" (as seamonkeywater said) Japanese. Kantou-ben is also more formal than Kansai-ben.
Kantou-ben is to "Standard" (or formal) English as Kansai-ben is to "Southern" English. Schools do not teach "Southern" English, they teach "Standard" English.
Damn... you speak Japanese so fluently!! I'm almost jealous.. your Kansai friend can speak English equally well - I'm impressed (I was often told Japanese can't really speak English well ^^) How long have you guys learn each other's language, I wonder?

「どないやねん」「やかましわ」「なんでやねん」「どついたろか」などつっこみ言葉ですよね。
そのままを標準語にして、使ったらとんでもない事になります(笑
言語の違いもありますが、文化の違いもポイントですね。
ボケ&ツッコミを基本とする関西しゃべくり文化を理解しないと、海外の方は只の乱暴言葉と勘違いしてしまうかも(笑
