I believe that the authorities knew Yettaw was mentally unstable and waited until the most opportune moment to mentally prod him in order to set him across the river in so they could charge Suu Kyi with something before her house arrest was over. The timing is much too co-incidental. You look at the guy and read his testimony, and you know he isn't all there.
