There are no significant difference between the intelligence of Africans, Europeans and Asians. The most likely reason as to why Africa has a lot of bad leaders is because of poverty, thanks to Africa's natural geography. If we Europeans (I take it you are a European American) had brought our civilization to them, rather than using their own to our advantage, there would be no problems in Africa.
